Runescape is a very complex game to design. Unless you are an experienced game designer (which i doubt you are because you asked this question) you should start off with more simple games. There is this one program that is very easy to use ( i used it in fifth grade) and creates good games, like varitions of pacman. I forgot what it is called Sorry. Try google-ing "How to create an MMORPG (Massive Multiplayer Online Role Playing Game.)

Runescape is made in Java and runs in your browser in applet form. Go ahead and google Java. It's a pretty easy language to learn and you'll start learning games in no time.
