How can I use a proxy for foreign gaming?

I want to play a foreign game that normally I wouldn't have access to. Such as, playing a Taiwanese game from the USA. I've heard people that play these games through a proxy. My friends and I are able to read and understand Chinese, but have no access to the game because of our foreign IP. I know people use a type of proxy, but I have no clue how it works and what it does.
