You need some server space, a Flash design kit, experience, and time. It is possible, but it is easier to make non-multiplayer ones.

In my opinion, if someone's asking this, they won't have the skill or resources to do it. To be honest.
That doesn't mean you can't learn, it may just take awhile and a few degrees.
Reply:You would need a server, first of all, and a lot of web design experience. I'd recommend hiring someone to design it for you.
